My university told me that you don't need German visa but you would change Italian resident permit to german resident permit.
My question is about block account

 According to my research, it is also possible to prove the required funding in another way. You should find out in advance which alternatives apply to you, as the regulations differ for each country ( https://***.schengenvisainfo.***/germany/visa/blocked-account-germany/).

Instead of a blocked account, you could also bring the following evidence: 

or - Scholarship Certificate from a recognized scholarship provider. 

or - Letter of Commitment (Verpflichtungserklärung): Through this document, a permanent resident of Germany (a relative or a friend) can guarantee they will cover all your expenses during your time as a student.

 or - A bank guarantee." or - Scholarship Certificate from a recognized scholarship provider. 

or - Letter of Commitment (Verpflichtungserklärung): Through this document, a permanent resident of Germany (a relative or a friend) can guarantee they will cover all your expenses during your time as a student. 

or - A bank guarantee.

However, instead of a blocked account, it cannot simply be a bank account.

I agree with Saskia - she also provided some useful links there. 

The German authorities want to make sure that your livelihood is secured/your expenses are covered while you are in Germany. Usually, the immigration office (Ausländerbehörde) requires a so-called blocked account for your first year of studying/living in Germany and may accept a regular income (with a study residence permit you are allowed to work for up to 20 hours per week next to your studies) for the extension of the residence permit - usually after one year.
