If you are holding a temporary residence permit in Sweden and want to make vocational training ("Ausbildung") in Germany, you need to apply for a respective visa at the German embassy in Sweden, for instance. As you already mentioned, the "Ausbildung" usually requires a certain level of German language skills (minimum B1) and without speaking German, it will be unlikely to get an offer. If you want to come to Germany to study the language, you may apply for a visa for language acquisition. Unfortunately, the requirements are quite high though.
