Handbook Germany summarise the requirements for the residence permit according to section 25b very nicely in various languages. They explain:
"Your livelihood must be secured primarily through your own income. This means, in principle, that you are not allowed to receive any financial support from the state. However, the immigration authorities can waive this requirement if they assume that your livelihood will be secure in the near future."
So it is a bit difficult to give a straightforward answer as the issuing of the residence permit depends on the individual context as well as the respective prognosis for the applicant. It is also possible that the implementation and the practice varies across Germany's Federal States and responsible authorities (some are stricter than other).
I highly recommend you to consult a migration counselling office to get some support if you are facing difficulties with the renewal of your residence permit or you have any doubts. You can use this search engine to find respective organisations in your area.
