The family reunification process as an unaccompanied minor with (minor) siblings can get complicated as there is also no legal right for it and the sibling reunification has been increasingly restricted in practice in recent years.
One option is, however, that the siblings apply for a visa for the reunification with their parents: If the parents receive a residence permit in Germany through family reunification with the minor in Germany, the underage unmarried children are entitled to join their parents. The visa for reunification with parents (child reunification in accordance with Section 32 of the Residence Act) can be applied for at the same time as the parents' visa. To do this, the prerequisites for securing a living and sufficient living space must generally be available. If the minor in Germany does not turn 18 within 90 days of the visa being issued, the livelihood security can be waived (source: Refugee Council Lower Saxony).
