Hello, This is belongs to one of my friend.he want to know if its possible.he got temporary residence another EU country where has no job he living without job very long time.now he want to apply asylum(Netherlands or Germany). previously he had applied asylum in France and got rejected. Any advice or suggestion please.Thank you

If he applies for asylum in the Netherlands or Germany, then those countries will attempt to deport him back to the country which issued him with a residence permit. They will not process his asylum application. This is in line with the rules of the Dublin Regulation, which is an EU law that determines which EU member state is responsible for processing a person’s asylum application. According to the Dublin Regulation, the country which issued a residence permit is responsible for the asylum case.

His alternative is to **** at other ways of migrating from where he is to Germany or the Netherlands. For example by getting a visa to work, study or train in those countries. He can inform himself about these options on the website of those countries embassies in the country he is living.
