Many immigration offices have to deal with a high workload in these days and, unfortunately, procedures can take some time.
First of all, please have a closer **** which type of fictional certificate ("Fiktionsbescheinigung") you are currently holding. As we discussed in this thread and also here, you are in general allowed to travel if the fictional certificate was issued according to section 81(4). If it was issued according to section 81 (3) instead, it is not possible to travel for the time being.
In that case, I recommend you to contact a migration counselling office in Berlin to ask for some support - maybe they can help with the communication and eventually speeding up the process. Sometimes there is also a delay in the transfer of the files from one immigration office to another. Did Dresden already send your file to Berlin?
