Can I get § 25 Abs. 5 AufenthG with Duldung 60A Abs.2 Satz 1?

heloo.iam in germany since 5 years
3 years aufenthaltsgestanttung .then i got duldung.now i have duldung sice 18 months .iam from (palestine) westjordanland . there is not direct  flight to it. my duldung 60A ABS 2 S.1,  SO i will ask for 25 abs 5 aufenthg because i have duldung since 18 months ,so do you think that they will reject or it is a law because dudlung 18 months so i should take it

In our city 25.5 is only issued for people holding 60a abs 2 satz 3

It's not written on the duldung but each duldung is issued for certain purpose
