Marriage and Dublin

Question

I have been in a relationship for 10 years and my partner has had to flee his country for political reasons. He claimed asylum in the first country he arrived but because I am German he came to Germany in order for us to get married. He has no passport and He will not be able to get one from the Embassy of his country. His asylum claim is likely to be accepted.
Can we get married in Germany without a passport?
How likely is it that he gets deported while trying to get married?

Dear @Erchri12345, thank you for sharing your situation with us. As for your question: Under the Dublin Regulation the authorities consider family relationships, and yours the immidiate family member( as a wife): https://eur-lex.europa.eu/legal-content/en/ALL/?uri=celex%3A32013R0604 So they will not deport him if you can proof that you are in a relationship and have applied for marriage in Germany. In regards of the question addressing the passport- if he has cliamed political asylum then he will not be send to his embassy and might be able to obtain the so called "Grey- Passport" (Ersatzpass) from Germany. I only have one more question:
İs there a difference between claiming asylum and being a political refugee?
That is, after we get married, does he need to drop the claim for political asylum?
