Dear Hazha,

I hope you are doing fine.
As far as I'm concerned, you can register in a driving school and normally its up to you to decide when you want to pass your exams.
The expensive thing about the driving licence normally is the high amount of lessons you need before you can pass the exams. Since you don't need to do any lessons, I would just go to any driving school nearby and talk with them about your case and register there.
Then you can wait until you have enough money to pass the exam.

I hope this could help you. Let me know, how it worked out!

Hi Hazha,
here are some informations (unfortunately only in german)
As far as I understand, you must pass (and pay) a new examen, but you are not obliged to take (expensive) lessons. You can go to the "Straßenverkehrsamt" or "Fahrerlaubnisbehörde" (public administration in your town or administrative district) and ask there.
Good luck,
