Your situation may have been resolved by now but I still want to provide an answer.
You cannot register in Jade if you do not have permission from the Ausländerbehörde in Celle to do so. I do not understand why you could receive a potential penalty of 1000€ if a registration is not possible for you. You write that the Landkreis in Jade sent you a letter but that could mean the office in charge of registering people living there (Meldeamt). As I understand it Jade is not a Landkreis but a smaller area called a Gemeinde in the Landkreis of Wesermarsch.
The Meldeamt can issues fines of up to 1000 euro if a person does not register the address they are living at within two weeks of moving in. Before issuing a fine they must give you the opportunity to explain yourself in writing and even if a fine is issued, it is generally a smaller amount (i.e. less than 100 euros).
I don’t know why you were turned down to move previously. But you now have a daughter living in Jade. I therefore recommend you apply for a move on family reasons by sending proof of the family relationship along with your application. In the meantime, you inform the Landkreis that you are not permitted to register and you must wait for permission.
