In general, the driving license must be obtained at your main residence. If you plan to take the driving license training and test in a city that does not correspond to your first place of residence, please note the following: The "Straßenverkehrsamt" at the place of your first place of residence must approve that the training and test place is different. This is important, for example, for anyone who wants to get their driving license at a holiday driving school. The decision is at the discretion of the authority.
This regulation is about road safety reasons. The aim is to prevent, for example, a driver's license applicant who, given their place of residence, will mainly be involved in the traffic of a large city, from taking the test in a region with little traffic. Therefore, be sure to clarify beforehand (source: ADAC)!
