For the background, my bank account has been blocked due to debt. I was interested in converting the account into a P account but my bank does not provide that service as technically it's a Dutch bank that provides German IBAN.

As I have checked, most banks do that for their existing clients. Is there any bank that does it for prospective clients.

Hi @AG1987

Any German bank must allow you to open an account with them. All banks then have to change this basic account (Basiskonto) into a P-Konto within four days if you ask them.

Here you can find detailed information on this (in English via online translation) from the organisation called the Verbraucherzentrale:

The Verbraucherzentrale works on protecting consumers' rights in Germany. They have offices throughout Germany and are the best people to speak with if you have any difficulty with this matter (e.g. a bank refuses to open an account for you or to change it into a P-Konto).

Best,

Éanna
