You should discuss this with the Agentur für Arbeit. There is no automatic right to having a driver's license paid for by them but they can do so depending on each individual case. It is important you explain to them in detail why you need their help with this. I would recommend explaining the folllowing to them:
- The distances between where you live, work and go to the Berufsschule
- The timetable, availability and cost of using public transport to travel these distances
- How much time you spend each week travelling and how it would be more beneficial is you could save on this time by having a car so you could then study more
- Your financial situation and that it is not otherwise possible for you to finance a licence

As you mentioned not having much money, have you applied for BAB (Berufsausbildungsbeihilfe) from the Agentur für Arbeit? This is an extra financial support paid to those on a low-income doing an Ausbildung. Dpendiong on your residence status, you may be entitled to this.
