According to the so called Dublin procedure (https://home-affairs.ec.europa.eu/policies/migration-and-asylum/common-european-asylum-system/country-responsible-asylum-application-dublin-regulation_en), the member state that issued a national visa first is responsible for your asylum procedure. This means that you will be transferred back to Germany if you apply for asylum in another EU-member state. If you have very close relatives in the other member state, you might be exempted from that rule or could apply for family reunification.
As the European Commission points out, the following criteria are being taken into consideration for establishing responsibility - in hierarchical order:
- family considerations,
- recent possession of visa or residence permit in a Member State and
- whether the applicant has entered EU irregularly, or regularly.
