I am afraid that the sole fact of being wanted by the police in your country of origin will not be a reason to get accepted as refugee.
As “Handbook Germany” summarize:
Refugee status is granted to individuals who have been persecuted for their "race", religion, nationality, political beliefs or association to a particular social group in their home country. A person may be subject to persecution by state or non-state groups, as long as the state in their home country does not protect them from harm.
Every asylum case is getting assessed individually by the BAMF (Federal Office for Migration and Refugees) and the applicants are required to explain credible (or better even prove) that they are suffering from persecution (as mentioned above) or fleeing from war (to get the Subsidiary Protection), for instance.
I recommend you to discuss your case at a migration counseling office in the first place. Please let us know if you need support in finding a respective organization close to your location.
