According to chapter. 3, art.11 of the EU-directive 2001/55/EG, the state who issued a residence permit for preliminary protection is obligated to take you back, if you move to another state without permission. Until 23rd of May you have the right to go to other EU-countries (e.g. to see some relatives), but this does not automatically imply that can apply for the same kind of protection in another state of the EU. So far there don't exist any implementation rules for cases like yours, but you might be prepared to be sent back, as soon as the whole situation will be juridically clearer than today.
On the other hand, you are free to apply for another residence permit in Germany for individual reasons, like having found a place at a German university, an employment or a place as an Au-Pair, an apprenticeship and the like.
