Hello again,

I live in Germany from March 2016, I’ve been working since 2017 and couple of months ago my asylum case was refused by court, And I  appeal the decision and is still pending. my current states is „“aufenthaltsgestattung“

I would like to know is there any chances for me to apply for permenent residence (Niederlassungserlaubnis) with the new law?

Welcome back to the Wefugees Community and thank you for your question.

As we also discussed in this thread, for instance, there are no new laws actually approved or implemented yet. The new government just entered office and we need to wait until potential new laws are actually in place before we can talk about details and changes.

However, I am afraid that also those potential new regulations will require to hold a temporary residence permit for at least three years before applicants "qualify" for the permanent residence (Niederlassungserlaubnis). Neither the "Aufenthaltsgestattung" (which is issued during the pending asylum process) nor the "Duldung" (temporary suspension of the deportation) present such a temporary residence permit. Therefore, you may focus on obtaining a type of temporary residence permit first. Please see also this thread for more information on the discussed potential new regulations.
