As an EU citizen, you enjoy the freedom of movement within the EU. You don't need a residence permit to live in Germany (and anyway only after three months of stay) if you are an employee, self-employed, seeking a job (for a certain period) or you are married, for instance, to a German or an EU citizen who fulfills the respective requirements. You are also entitled to social support (money from the Jobcenter/Arbeitslosengeld 2 etc.) e.g. when you are working (even Minijob) or you meet one of the other requirements.
