The situation you described is in compliance with legislation. Even if an employer resorts to short-time work, his obligation to provide you with a proper professional training is maintained, so that you can finish your apprenticeship in time. He is also obliged to pay the normal training salary. That's the reason why you have to work your normal hours, whereas your collegues are on short-time.
Your employer also has to take care that you learn enough, so there should be an expert instructor for you or any other means that guarantee that you learn the theoretical parts of your training which are relevant for your final exams.
