thank you for asking your question in the community. Here are the requirements to get the Ausbildungsduldung in Germany:
1. Identity cleared
2. Must be tolerated (have Duldung) for at least three months
3. Doesn't come from a safe country of origin
4.Starts a qualified vocational training (at least two years) or an assistant or helper profession, if there is a commitment for qualified training in a bottleneck profession
5.The deportation process has not started.
6. There are no criminal offenses beyond certain limits.
This generally excludes students without a German passport who do not have a permanent residence permit or permanent residence in Germany or who meet other special criteria. In particular, students with a visa for study purposes must provide proof of funding to obtain the residence permit. This is needed because the right of residence assumes that students must be able to finance their own living.
Therefore, you are not allowed to receive any state support during a stay according to § 16 AufenthG, i.e. with a residence permit for the purpose of studying.
One can apply for Wohngeld, but under certain circumstances, for example if the student has a child.
But:
If international students can no longer prove their livelihood according to §16 AufenthG or violate the restrictions of the work permit, the immigration office has a reason to revoke the residence permit and ask them to leave.
