I am not sure if I fully understand your case. If you have a dublin case, the authorities have only limited time to take you back to Italy. If they don't make it within this period, germany becomes responsible for your asylum case.
If you have a residence permission in Italy (you mentioned you have "documents" from italy), there is no such deadline for the authorities.
In both cases, I would expect the Duldung to be issued only for a short time (like 3 months, but I don't know for sure).
