My friend's asylum claim has been rejected twice - does Dublin still apply in his case?

Hello sir I have one friend and he apply asylum in Germany in 2014 and he rejected after he make appeal and also rejected and in march 2015 he get letter that he must deport to hungry because of Dublin before deportation he leave Germany by himself and he is n France till now during end of march 2015 till today he not apply anywhere asylum.now my questions are that 1#can he come in germany and apply for asylum? 2#Dublin is still exist on his case? 3#Germany will open his last application for asylum and again send him back to hungry ? Yes because Germany don’t delete finger print when he come to Germany for Asyl then sure again he get latter from Karlsruhe

Thanks for answer but he is almost 3 year is outside from Germany and during this period he not apply anywhere asylum
