I assume that as a refugee you have a blue passport for refugees? Please correct me when I am wrong. With this passport you can basically travel to almost all states within Europe without a visa (so called Schengen-States). For states other than these states you might still be allowed to travel there, but you need a visa. Please keep in mind that a refugee should not travel back to his/her home country because it could lead to legal problems with the refugee status in Germany.
For Lebanon you need a visa issued by the Lebanese Embassy in Germany.

If you click on "through the embassy" there you find a form for the visa application and also a leaflet with all the information you need for the visa application in English. Please keep also in mind that it could happen that the Embassy rejects your visa application.
