Anyone with an Aufenthaltsgestattung in Germany is able to obtain a drivers licence. I've had a **** and there are some driving schools that offer classes in English! As far as I understand it, you can also make the theory test in English (or other languages). But in order to find out more, you can research "English driving schools in ____" and enter the name of your city/area (the ones I found were in Berlin). The duration and charges vary and also depend on the city and region you are in (or how long it takes for you). According to this German website, the drivers licence/ Führerschein costs between €1500-1900: https://***.fuehrerschein24.net/fahren-lernen/fuehrerschein-kosten-was-kostet-der-fuhrerschein/ (maybe use Google translator for this one).
