Is it possible to adopt a Syrian refugee without documents? [closed]

Hello,
does anybody know, if it is possible to adopt an adult syrian refugee without documents (maybe he can get a passport next time). The young man is 24 years old and living in Beirut. I know him since 2016, he has lost his family since he was ten years old.
