Dear Rima, you can register at for KIRON here:
https://kiron.university/students#admission
As the studies in the first two years are online (MOOCs) and have started like other university students in October for the winter semester, it is late now to join those classes. But as soon as a new period is starting (probably then February 2016, spring semester) you will be informed and your application accepted.
Concerning general questions on studying with KIRON check the homepage again. Shortly - it will work like this: the first 1,5 - 2 years you will study online - then there will be a transfer - accourcing to the field of studies you choose after the 1st year - to one of Kiron's partner universities. The studies are for free in general. You will have to provide your living - but there is no conflict between receiving money as a asylum seeker and being a student.
later then, when you became an official student at the partner universities, you can also ask for BAFĂ–G - money the state provides you with to cover your living costs when studying.
