Only close family members can join a recognised refugee in Germany. Handbook Germany is giving a good overview on the conditions. Usually, you can only apply for family reunification with your parents if you (the one who is recognised in Germany) are still under 18 years old. As an adult, you may (only) reunite with your spouse or underage children.
As Handbook Germany explain:
"[...]Other family members can only join you in Germany in cases of "extraordinary hardship" ("außergewöhnliche Härte") . In these sporadic cases, there is the possibility to apply for a visa according to § 36 paragraph 2 or § 22 Residence Act. This possibility is often called a "hardship case" ("Härtefallregelung")- it is an emergency clause of the residence act. In practice, it is quite tricky to get a visa for family members using this law. There must be an immediate danger to the life and limb of the family member in question. And you must meet many prerequisites, e.g. being able to secure their livelihood. To learn more, seek advice from a counselling centre or a qualified lawyer."
As we don't know much about your individual situation (in one of your last posts you were mentioning that you actually hold a residence permit for someone in vocational training), it is a bit difficult to give tailored advice.
