If a person has been in Germany for 5 years just by now, I am afraid that he/she is not eligible for the so-called "Chancen-Aufenthaltsrecht" according to section 104c of the German Residence Act. This type of residence permit has actually a key date regulation which says that the applicant must have been in Germany for at least five years at Oct 31rd 2022 without interruptions. We discussed the requirements here as well. You may also check Handbook Germany for more details.

Maybe the residence permit according to section 25b can be an alternative in the near future? Please see, for instance, this thread for the respective requirements.
