It is not possible to move to a partner. Only if you are married is this a reason to be allowed to move.
You refer in your question to an Umverteilung. This is to be transferred from being obliged to live in one area to being obliged to live in another.
However, what you need to do is apply to have the obligation removed. If do not receive any social welfare benefits from the Sozialamt, then you are not obliged to live in a certain place. The basis for this is paragraph 60 of the asylum law (Asylgesetz), here in online translation:

You do not have to use a particular form. You just include your personal details and the reason for the obligation to be removed (i.e. that you are working). You have to include copies of your work contract and payslips with the application.
