In fact a family reunification with the 25 Abs. 3 is only possible based on humanitarian reasons. In addition, the conditions for family reunification should also be fulfilled.
In order to know if a family reunification in your case is possible or not, an advisor or a lawyer should know your situation and the situation of your family a lot better. For example, how serious is your illness, are you working in Germany, how much is your salary, do you have an apartment and how big it is, how many daughters do you have, how long have you been living away from your family, do your family members have passports and identity cards of your country of origin and so on.... So, I recommend you to refer to a Migration Counseling Office, such as, to Diakonie, Caritas, AWO, DRK/BRK in your city or state and explain your situation for them in details, so that they can advise you about it.
