Yes, in general it should be possible. I am aware of cases in which people went to Saudi Arabia for Umrah from Germany with a refugee passport (blue passport). I would advise you to contact the Saudi embassy in Germany or a consulate to get more information and details about the requirements/process. As people explained me, there are “agencies” who support in this as well.
