These conditions vary from country to country. This is often about getting a job or having family ties in the state you want to move to. If your file is accepted, your protection will now depend on the new State of residence.

However, as far as I know it would be quite difficult for someone with a refugee status in France to be resettled in Canada or the USA, unless they had close family members there. Resettlement usually involves persons who do not yet have a stable refugee status. Here, the Canadian government states this explicitly:
You are not eligible if:
- you have another stable option for protection, such as an offer to be resettled in another country,
- you become a citizen of another country, which will then protect you,
- you choose to return to the country you left, or
- the reasons you left your country no longer exist.
