I never came across a similar case but I assume that the family reunification procedure is not necesssarily dependant on your friend's status in Albania. However, as soon as he leaves the country his asylum procedure most probably will be cancelled (I am not familiar with Albanian asylum regulations/procedures though).
Your friend needs to apply for a family reunification visa at the German Embassy in Tirana and prove basic German language skills (A1) as well as submit (among other documents) a valid national passport.
I can not estimate the actual consequences of his try to apply for a Schengen visa with a fake passport. I can imagine that this incident is registered in a data base and that subsequently his documents will be at least double checked. Did he receive a letter explaining some more details about the visa rejection back then?
Furthermore, I can imagine that the authorities will assess carefully whether the marriage is a serious partnership and not a fake marriage either.
