The platform and our experts are based in Germany. Therefore, we may not be able to provide detailed information on Romanian refugee and residence law/regulations, I am afraid. In Germany, people fleeing the war in Ukraine are allowed to enter and stay here without a visa/residence permit until the end of August 2022. Ukrainian citizens and (under certain conditions) also third country nationals who were living in Ukraine can apply for the temporary protection in Germany (with a residence permit for 2 years).
I would recommend you to contact the Romanian Refugee Council or to check UNHCR's website for more contact details of migrant supporting organizations in Romania to get reliable information on the procedures there.
