Yes, nursing professions and the elderly care in particular are considered (and officially declared) in Germany as understaffed proffessions/shortage occupations. The German government is trying to attract also immigrants for these jobs. Therefore, there are some privileges for people who decide to work or get qualified in this field. I think it is in general a very good idea to make an "Ausbildung" (vocational training programme) in Germany, even if your asylum procedure is still pending.
There are two different types of the "Ausbildung": The so-called "Schulische Ausbildung" (school-based vocational training) and the "Betriebliche Ausbildung" (dual vocational training) in which you work in an establishment and go to a vocational training school as well. For the latter you need to have a work permit though (which might be more difficult to obtain as long as you are still in the asylum procedure).
In any case, since the nursing job can be very demanding and challenging (and the "Ausbildung" usually takes three years), I would not recommend to chose a qualification programme based on potential better perspectives in Germany, but on personal interests and skills instead. That is only my personal opinion though.
