The regulations around the residence permit according to section 24 (Temporary Protection) of the German Residence Act are still very new and I am not very familiar yet with its implementation and especially how the immigration offices deal with third country nationals who were residing in Ukraine before. The Ministry of Interior was stating that people who i.e. studied in Ukraine and who are not able to return to their countries of origin (in a safe way) may be able to apply for the Temporary Protection as well. I afraid, though, that we can not solve your case here. Instead, I would highly recommend you to contact the Bavarian Refugee Council for individual and confidential support as soon as possible.
