As a Duldung holder you are entitled to open a so-called "Basiskonto" at the local bank. The easiest might be the "Sparkasse" or "Volksbanken". You just need to apply for it and prove your identity. According to the "Verbraucherzentrale" (which is taking care of consumers' rights), you can confirm your identity with your "Duldungsbescheid" as well. In case the bank is rejecting your application for the basic bank account, you may complain and report it to the so-called "Bundesanstalt für Finanzdienstleistungsaufsicht (BaFin).
