A friend if mine is a Syrian asylum seeker and recently graduated in Jordan. Now he wants to come to Germany to do his Masters here because some extended family members are here. Can he simply apply to universities in Germany and how does he get a student visa? Does he need a certain amount of money in his bank account? Thank you so much for your help!

Welcome to the Wefugees Community and thank you for reaching out to us.

As far as I see it, your friend can apply for a student visa in Germany as any other third country national as well.

I would recommend you/your friend to check the website of the DAAD, the German Academic Exchange Service, for a list of requirements and more information on German student visa. As far as I know, they also offer scholarships - maybe this could be an option too. Another interesting source for information is the "Make it in Germany" website. One of the requirements is the proof of sufficient funds. This means that your friend needs to establish a so-called "Sperrkonto" (blocked account) with a minimum of 10.332 Euros per year from which he/she can withdraw 861 Euros per month in Germany.
