As far as I know, the period of the pending asylum procedure (with a negative outcome) and the time of holding a Duldung can unfortunately not be “counted” for the Niederlassungserlaubnis (permanent settlement). Instead, an applicant needs to hold a residence permit for at least 5 years in order to qualify.
