As you are also allowed to work, I assume that you are not obliged to live in a reception centre/camp, right? In that case, the immigration office is not allowing/or denying holders of a "toleration" (temporary suspension of the deportation/Duldung) to rent an appartment in general.Maybe the "Sozialamt" will do so - especially when people are receiving asylum seeker benefits and the Sozialamt needs to pay the rent. Instead, holders of a "Duldung" are usually obliged to live in the same municipality to which they were initially transferred. In case people want to move to another municipality, they will need to present very strong reasons and submit a so-called "Umverteilungsantrag" to the immigration office. If I understand correctly, the immigration office (or better to say both the "old" immigration office and the "new" office which would get responsible for you subsequently) wants to make sure that you will stay with your current employer and may agree on your moving if your reasons are proven and sustainable.
