Hallo Hakeem,

AAZuVO is a regulation about responsibilities of the authorities in questions of asylum and residence in Baden-Württemberg. §10 says that the Ausländerbehörden can be authorised by the higher authorities to issue Duldung-Papers. So this sentence in your Duldung is a formality, it only means in accordance to which law you get your Duldung. It it not practically important for you.

What is really important, is the special lines in your Duldung about if you are allowed to work and if your residence is the whole Germany (Bundesgebiet) or it is limited to your region. In the first Duldung there are normally no limitations or bans, but they can be included later if you don't fulfil your legal duties, especially in providing documents.

Thanks your answer make some sense even though I don't know much about asylum.
NOTE: the Duldung was issued due to dublin transfer to Italy.
Then it would be important to analyse your Dublin and asylum situation and **** for the possibilities. But it is not possible without knowing all the details and mostly without reading the corresponding papers. So it is better for you to **** for a good councelling center for asylum seekers in your area.

As I never came across the AAZUVO either, I tried to make some research. However, all I could find so far was this website explaining some subnational law in the federal state of Baden-Württemberg, if I am not mistaken. Reading the respective section 10 here, did also not make too much sense for me in explaining issuing of your Duldung. The section 10 was referring to general responsibilities and procedures of authorities.

Please check this thread, in which we discussed the different "types" and legal foundations for the issuing of a so-called Duldung before. You may find one of the here mentioned sections (i.e. §60a AufenthG) on your document as well.

I will also link our dear @alla_fka here, as she might be able to give more information on the legal section you were referring to.
