I have phoned to the Zulassungsstelle and the assistant of teh Zulassungsstelle said, if you have a pemanent residence, that means a registered adress (Anmeldebestätigung - confirmation of registration), it has to be possible. I mean, you can register a car. But please note, that you need other documents too:

The motor vehicle insurance certificate (EVB number: seven-digit combination of numbers and letters) for the vehicle's liability insurance. You specify this in the admissions office when registering. Caution: Driving on public roads without insurance coverage is a criminal offense and will be punished by the police.

• Die Kfz-Versicherungsbestätigung (EVB-Nummer: siebenstellige Kombination aus Zahlen und Buchstaben) für die Haftpflichtversicherung des Fahrzeugs. Diese geben Sie in der Zulassungsstelle bei der Anmeldung an. Vorsicht: Fahren im öffentlichen Straßenverkehr ohne Versicherungsschutz ist eine Straftat und wird von der Polizei geahndet.

• Zulassungsbescheinigung Teil I und Teil II

• Nachweis der letzten Hauptuntersuchung

Hello @wani,

welcome to the Wefugees community and thank you for sharing your question with us!

Buying a car is no problem - private vendors of vintage cars won't even want you to show them your passport as a rule. In case that you receive additional money from the jobcenter, you should ask them up to which amount they would agree with your purchase, i.e. not to charge it as assets.

Registrating a car is a completely different matter. You have to show many documents here, like

1. Valid ID (a foreign passport or an ID card)
2. Confirmation of registration from the town where you live
3. Proof of ownership (part II of the car’s registration certificate)
4. Insurance policy
5. TÜV-certificate (proof of roadworthiness of the car)
6. SEPA debit mandate for payment of vehicle tax

I'd recommend you to get in touch with the vehicle registration office to clarify the dilemmas about point 1, before you buy the car.
