A Syrian friend of mine is living in Germany for more than 4 years now, in all these years he hasn't seen his parents.

At the start of the war, his parents and his underaged brother went to Kuwait, but he couldn't follow as an 18 year old Syrian so he had to flee to Germany.

He tried to get a visa for Kuwait for visiting his parents, and his parents also asked for a tourist visa to meet up in Germany, since both seem not to be working.

Now they are looking to meet up in a 3rd party country, which provides visas for both parties Syrian refugees in Germany and Syrian refugees in Kuwait, does anyone have experience or knowledge about a country where this is the case maybe something like Turkey, Libanon, Maledives..?
