Do I qualify for a "Grey Passport"?

I was granted with a ban on deportation. I asked the authorities if i should bring my country passport- they said:

no, that since i dont have no family members in Nigeria to help with the paper work, that i dont need it.

My question: Why did dey dont want i get it? Do I qualify for grey-passport?

Dear @Ali112, thank you for sharing your situation with us. If they agree that you cannot get a passport from your home country then they are most certainly willing to give you the "Grey Passport".
