As far as I understood, the UK Community Sponsorship programme aims at refugees that are currently located in an unsafe environment outside their home country. The programme uses certain criteria to pick refugees and their families that are at risk, in order to resettle them in the UK. So I don't think that your brother is eligible since he is located in Sweden.

Apart from that you can ask questions sending a mail to: communitysponsorship@homeoffice.gsi.gov.uk . They are the ones that can give valid statements about the procedure.
Within EU there is the so-called "Relocation" programme, but it only resettles refugees from Greece and Italy to other member states. That's why I doubt that it's going to work if your brother is currently in Sweden.
