Do I have the right apply for asyl, if I have persecution from state/government organs?

Please anyone who can give me an legal advice.
In my country, I was finally convicted in a higher court for one thing, one matter. For the same matter- thing the second court which is the lower court, persecutes me and wants to make a verdict to me for a second time.
By that, I would be sentenced twice for one and the same matter, thing.
So, on that occasion I have persecution from state organs, court organs, which are against law and not legal and not constitutional.
Do I have the right to seek and apply for international protection, asyl, if I have persecution from state organs, court organs what is not legal and against law ?
Do I have the right apply for asyl, if I have persecution from state, government organs?

You always have the right to apply for asylum. German authorities will listen to the reasons you provide why you seek protection. Based on that they will decide whether you will be granted with a refugee status or not.

You will be granted asylum if you are facing severe violations of your human rights if you return to your home country. For example based on your race, nationality, political beliefs, religion or if you belong to a minority.
