To start off, here is information for refugees from two universities in Dresden: the Technical University and the University of Applied Sciences. The Technical University does not have a master program for management, but they have a lot of information about the general application process for refugees:

I would recommend sending an email to this person. Maybe you could ask to meet with him or with someone, and ask for an overview of what your possibilities are and how the uni can help get you to the German level necessary to study:
