I remember that you raised a very similar question some time ago (in 2022) and I recommended (and I still do) to check the information at "Make it in Germany" on this. However, something has changed in the legislation in this regard - so it is good that you raise this topic again. In June 2024, the German government introduced the so-called "Job Seach Opportunity card" - they are issued for a maximum of one year. The card allows you to search for gainful employment in Germany, i.e. you can seek employment or become self-employed. For its requierements please follow the link mentioned above. Unfortunately, it is still not easy to obtain a respective visa: Important aspects are that you can secure your livelihood and that your qualifications (vocational training/University degree) are officially recognised in Germany. The latter is a process I recommend to initiate as early as possible (as it can take some time). Also being able to prove German language skills can be crucial. Whether your brother can stay in Germany once he obtained the visa but struggles to find a qualified job here is difficult to assess - I think this will depend on many factors. Maybe a visa for vocational training (Ausbildung) is also an option for him?
