Yes, it can be a bit confusing but these two tests will actually ask they same set of questions. If you pass the "Leben in Deutschland" exam with a minimum of 17 correct answers (instead of 15 to pass the test in general), you meet the requirement for the citizenship (Einbürgerung) and you don't have to repeat it for the naturalisation process. Is it a bit more clear now?
