I don't work in Mainz but just had a **** online what help is available to migrants looking for apartments there.
The organisation Malteser offers assistance in finding somewhere to live in Mainz. Here is their email:

Another option is to apply for a WBS (Wohnberechtigungsschein). This is issued to people on low-income and allows access to special publicly-funded apartments. These apartments are not available to everyone. They are reserved for people on low incomes, who need to get the WBS paper to be eligible for one.
Here the Mainz city administration explains how to get one. I used an online translation for it so not all of it may make perfect sense:
